Neill was born in Edinburgh in 1776. His father was a gardener, and Neill grew up working in his father's garden. He showed an early interest in plants, and he began to study botany at the University of Edinburgh. After graduating, Neill worked as a gardener at several different estates in Scotland. In 1809, he was appointed the superintendent of the Royal Botanic Garden Edinburgh, a position he held for 35 years.

During his time at the Royal Botanic Garden Edinburgh, Neill made many important contributions to horticulture. He introduced new plants to Scotland, including the rhododendron and the azalea. He also developed new methods for growing and propagating plants. Neill was a prolific writer, and he published numerous books and articles on horticulture. His most famous work is the "Fruit, Flower, and Kitchen Garden," which was first published in 1829. This book was a comprehensive guide to gardening in Scotland, and it became a standard reference work for gardeners.

Neill was a Fellow of the Royal Society of Edinburgh and a member of the Horticultural Society of London. He was also a founding member of the Botanical Society of Edinburgh. Neill died in Edinburgh in 1851.

Neill's legacy lives on today in the many gardens that he helped to create. His work helped to make Scotland a world-renowned center for horticulture, and his books and articles continue to be used by gardeners around the world.
